I wouldn't be too surprized if there is a little FUD factor in play here with 'development platform' 720 shipped with 6000 series then the actual production using the newer (& faster) 7000 series. Why Microsoft would allow their next gen box to be so squarely beaten by the competition doesn't make much sense since they need to get 5 years or so out of the new platform to really start making money off the new platform.
If however they are taking more of a PC approach - with the 720 out this year, the 1440 (or whatever they call it) out in a couple of years rather than 5 years, etc. then using the older lest costly chip would make sense.
What I have never understood about game consoles is why unlike PCs they don't release a 'faster' model with higher frame rate each year or so so those who want the 'fastest' can upgrade frequently. Then those who don't care as much about absolute top performance can simply stay with the older machine. Then in games - like with pc games - you could enable or disable enhanced graphics depending upon how fast your hardware is. For example - 3d mode being only available on faster game boxes.
Maybe moving to a 'standard' video platform like the Radeon is a move in this direction.

that would be awesome, i just don't think it would be a good deal for sony, Nintendo kinda like proved that consummers like things that are different, i guess the money will be on the powerful + different console.
maybe kinect will be microsoft's strongest weapon.

probably means MS is overconfident about US sales expectations or wants to once again create a system for less than Sony and outsell them for the first half of the next console generation.
