Maybe it's news, but not the simplest method if you know of this little known feature of PKG ContentID 1.5...

You can use the 3 button fix!!! Download and install the latest PS3 Tools collection by Aldo.

Do this only once:
Find, download and move psn_package_npd rm.exe to the tools folder.
Launch the program.
Set as default for .pkg files.

Convert CEX update to DEX:
Select game update.
Press Ctrl-Shift-Enter
Done!
