It's exactly what it sounds like. If you're aggy that you can't swim in the waters on your PS3 and you have a PC right that can handle Skyrim, a set of tools can have you on your way.

seifer69er over at PS3Crunch has writen a comprehensive tutorial on how to convert your Skyrim PS3 save to be compatible with your PC and vice versa. There are also instructions on how to port your save to and from your Xbox 360 and how to change up the regions as well.

There's a wealth of information available so you can check and try it out for yourself. If you aren't feeling comfortable, seifer69er is offering his services to convert the save files for you.
