Pros: Hacks and Cheats Give Coders a Creative Outlet
Sometimes when it comes to cheating, I think the biggest thing to look at is what your intentions are. Depending on what the cheat or hack is for, you may nit exactly be trying to rip off developer's but instead simply experiment with a little bit of coding or you just want to have a little fun. In this regard, cheats can be pretty darn entertaining because they gave skilled players the ability to make some changes to games they love. What I mean is, rather than stiffing developers for their strict design, a lot of the most prominent cheaters are just looking for a different way to experience content they love. It offers that kind of freedom and customization to do what you want.

Let's take GTA as a case study for this. Sure you may have played through every single mission, and had your fill of the police quests. You've done everything the developer intends so what now? How about rewarding yourself by giving you the ability to make a few changes that will only let you enjoy the game that much longer! With cheats, oftentimes you get the visions of people who have completed the game and simply want to do more with it. At least there's some kind of outlet for that kind of thinking.
The last pro is one that not all of you may agree with, but it certainly does change the argument a little.

Although I do agree about using cheats when its absolutely necessary (not all gamers can finish Contra without the 30 lives), but I have to respectfully disagree when you say that the Developers dont intend for you to use cheats. Because they wont be coded by the developers themselves in that game if they dont intend to. Perhaps the better term would be, they wouldnt recommend (rather than intend) for gamers to use the cheats, thats why they are called cheats. but to each their own :)

a cheat is intended by the developer in order to get out of a tough spot, a hack is usually a 3rd party app/plugin which allows customization beyond what the developer intended.
cheats are fine, and are never enabled in multiplayer without the server's consent. hacks on the other hand are NOT.
i have played on BF1942 servers where hacking was allowed, it was silly but still fun in a twisted way. the big difference was, we all knew the other players were hacking too...
hacks have no place in multiplayer gaming as they ruin the experience for other players who are looking for FAIR competition.
Hacks commonly ruin leaderboards as well, sucking the competitive nature of such games with a high score. whats the point of breaking 100,000 points when the next guy above has 999,999,999,999 points.

These are the rules I try to follow when it comes to cheat codes and hacks:
1) No cheating during online play. Ever.
2) Play a new game through once the honest to goodness way. After that, cheats are fair game.
3) Cheat codes are totally okay on an old NES title you haven't played in 20 years, though I'm a big fan of unlimited lives only. Unlimited health just takes the satisfaction out of progressing at all.
4) Totally okay to use cheats on a rented game if it's due back soon and you're severely stuck.

Don't cheat online people. This just ruins the game for those that enjoy it from a standpoint of we get something out of what we put into it. It will ultimately ruin the game online and people will refuse to play (UT:2004, SC:S, etc etc, too many examples)
Not like writing this will change anyones opinion :)
