Another Windows tool comin' atcha... EmersonS35's PS3 Toolkit -- decrypt & encrypt BINs/SELFs and PKGs with ease. You can build PKGs too. This is v1 BETA, so you know, bugs may exist. You can report any problems at the source link below. Otherwise, you know what to do.

From dx64 irc anyone want to try it? it seems kinda hard since i would need to get the source from an old rev like 400's since that is when the sys thing for ps3 and other things were removed and is a longshot that it will work at all

maybe greg could do this all he would need is tortoise svn to grab the source from daedalus and i think he already can compile stuff he would get mad rep for it

I wonder if this can introduce modifications to PSN games, such as megaman 9. Maybe something like texture editing?
