When the scene was greeted with the Bluedisk firmware yesterday, obviously quite a few of us were pleased to take advantage of this new discovery. Just having the ability to boot many more games on a patch free basis was enough to sway some of us to upgrade, while still others made more tentative decisions. With this release came the subsequent leak of the 4.21 keys used to construct the firmware, so as such it didn't take long for others to follow suit.
Rogero, famous for his own CFW, is one of the first major players to try this out with his own option built around a similar architecture. However, it should be noted that there are plenty of limitations mixed with these added features. Despite the fact that you can play more games (with the original game disc inserted), it can only be added on 3.55 CFW as a system update, and will not work on downgraded consoles unless your system has been dehashed properly. Not to mention one of the biggest differences is that all of your current 3.55 homebrew (with the exception of multiMAN) will not be functional on this new environment because the applications need to be signed again. If you do however, favor playing more official games and want you network access back without losing eventual homebrew options, this might be a good option for you.

What I'm asking is do I have to already be on a CFW to install this over the lower CFW?
Regardless this is still great progress, and i truly hope it continues.

what you need to be is in OFW 3.56 or lower
just use this as an update on your usb pen
Root of usb pen
"PS3" (folder capital letters)
inside create another folder called
"UPDATE" (again capital letter)
put the cfw there and start your ps3 in recovery mode and update

got these lines from tortuga cove..
- Downgrading back to 3.55 is always possible using the following steps :
- Download the 4.25 downgrader PUP ---> 4.25 Downgrader Size 176MB (184,595,263 bytes) MD5: 49d80e07fc1f5ca1b0840e02e94635db
- Rename the downloaded file to "PS3UPDAT.PUP" and put it on your USB in: "USB\PS3\UPDATE\PS3UPDAT.PUP"
- While on Rogero CFW4.21, go to System Update from XMB and install the 4.25 downgrader CFW.
- Once installed, now put "Rogero CEX-3.55 CFW V3.7" on your USB in: "USB\PS3\UPDATE\PS3UPDAT.PUP" ---> Rogero CEX-3.55 CFW V3.7.PUP
- Start the PS3 into Recovery Menu and install "Rogero CEX-3.55 CFW V3.7" (from Recovery Menu, this is important)
- Once the install is finished, you're now back on Rogero CFW3.55 v3.7 ( from here it's better to dehash again before installing any other OFW/CFW 3.55 )

Every time I try to downgrade with 4.25 to 3.55 I get this error at about 68% (the data is corrupted 8002f957) if you could help thanks

2. Can you install this in 4.20 OFW or you have to be on 3.55, if you have to be on 3.55 do you have to install previous versions of rogero's firmware??

As for installing Rogero 4.21, yes, you must be on 3.55, either OFW, Kmeaw or Rogero. AFAIK DRM based CFW like TB or E3 are not possible/recommended.
