In just two days after the full release of the Vita, another Hello World has managed to get itself working on the device. Developer yosh used a savegame exploit of a PSP game to get it all working. It's a win win and Sony still does not have a clue of what's going on.
Check out the video of the Hello World in action:
Yosh is currently working on porting Wololo's VHBL for the exploit. It hasn't been confirmed what game is needed for the exploit nor the release date for either exploit. (This or tek4's) On the brighter side however, VHBL has been confirmed working on EU Vitas. Everything is slowly coming together.

Looks like the Vita hacking scene is heading in the right direction, will only be a matter of time before full blown Custom Firmware is coded and released :). I had to update my PS Vita to 1.61 to use some of the features like Browser and online gaming, but im not going to update further, JUST in case the exploits are patched by Sony!

For all I know, they are turning a blind eye to this right now.

I don't think you understand what's happening here... They managed to run homebrew PSP code in the PSVita's PSP Emulator, which means that we might be able to migrate the PSP's homebrew library to the PSVita. But the Emulator probably wont support Firmwares at all... We'll know when the HBL is out, because we'll have more access to a full PSP SDK on PSVita.
Also, what's needed more is an exploit or SDK to run homebrew on the PSVita's LiveArea directly, then we have access to the Vita's Quad Core, instead of the emulated MIPS 333MHz CPU...
