One of the phone carriers in the UK, Vodafone, doesn't want iPhone 4S users to update to the latest iOS 6.1 firmware released for their devices. Over the past couple of days, the company has been texting their customers using the iPhone 4S to refrain from updating to iOS 6.1 due to "3G performance issues" that appear after the update. They are advising to stay put on 6.0 until Apple pushes an update that will fix such issues. It's rather interesting on how this is only affecting the iPhone 4S and not the 3GS, 4 or iPhone 5. To add onto that, there hasn't been any reports of similiar issues affecting other carriers.
This can turn out to be an easy fix that will be addressed in iOS 6.1.1. With the betas already starting to roll out, Apple definitely can slip that in and take care of the affected users running the latest firmware without problems.
